This most likely depicts a man or woman wearing a bird-hem, a magical item that lets the wearer become a bird and thereby fly.
In the myths, Loki wears such a hem on occasion, as does Freya, but also the smith Vølund/Weiland. In the Viking era, there are many examples of shapeshifting, wolves being another popular example.
